People moving to Naples from up north often ask the same nervous question: how do homes here survive hurricanes at all? The answer is genuinely reassuring. After Hurricane Andrew, Florida rebuilt the way it builds — and a modern Southwest Florida home is one of the most storm-engineered structures in the country. This guide explains exactly how these homes resist wind and water, what separates a resilient home from a vulnerable one, and the handful of things every buyer (and owner) should verify.

- Wind survival is about connections, not just walls. A "continuous load path" ties roof → walls → foundation so the home fights as one system.

- Older homes can be hardened. You don't need new construction to be safe — you need the right upgrades in the right order.
1. Why Florida homes are built differently
When Hurricane Andrew hit South Florida in 1992, it exposed how inconsistent and weak building codes had been. The state’s response reshaped construction nationwide. Today the Florida Building Code is widely considered the strongest in the country — the Insurance Institute for Business & Home Safety ranks Florida at the top for code adoption and enforcement.
Homes built or updated under the modern code (statewide since ~2002) must be engineered to resist specific design wind speeds — generally 140 to 170+ mph in Southwest Florida, higher near the coast. A University of Pennsylvania (Wharton) study found homes built after the code took effect suffer dramatically lower losses than older ones. The takeaway for buyers: a home’s age and code era tell you a lot about how it will perform.
Hurricanes are serious, but a well-built, code-era Naples home is engineered to take a major-hurricane blow and protect your family. The biggest risks concentrate in two places — storm surge in low-lying zones and older or manufactured homes built before modern codes — and both are knowable before you buy.
2. The secret to wind survival: the continuous load path
Wind doesn’t just push on a house — it tries to pull the roof off (uplift) and peel the structure apart. A resilient home defeats this with a continuous load path: a chain of strong connections that ties the roof to the walls, and the walls to the foundation, so wind forces flow all the way into the ground and the home resists as a single system. IBHS calls this the structural backbone of a wind-resistant home.
When you hear an inspector or builder mention “hurricane straps” or “clips,” that’s the roof-to-wall link in this chain. Their presence (and type) is one of the single biggest factors in how a home performs — and in your insurance premium.
3. The roof: your home’s #1 vulnerability
In almost every storm, the roof is where damage starts. Lose the roof covering or deck, and wind and water get inside — which is how a survivable wind event becomes a total loss. Three things matter most:
- Age & permit history. Roof age drives both performance and insurability. A newer, permitted roof is a major asset; many insurers now scrutinize roofs over ~15 years old.
- The deck attachment & secondary water barrier. Modern best practice (and the IBHS FORTIFIED Roof standard) seals the roof deck so that even if shingles or tiles blow off, water still can’t pour in. FORTIFIED uses ring-shank nails, a sealed deck, and a locked-down drip edge — and IBHS testing estimates Fortified construction cuts wind losses by 20–50%.
- The covering. Each material has tradeoffs in our climate:

4. Openings: windows, doors & the garage
Here’s the counter-intuitive part: most catastrophic wind failures start at an opening. If a window or door breaks (or a garage door buckles), wind rushes inside and pressurizes the home — pushing up on the roof from the inside while it’s being pulled from the outside. That’s how roofs come off.
That’s why Florida sits in a wind-borne debris region, and the code requires openings to be either impact-rated or protected by tested shutters:
- Impact (hurricane) windows & doors are the gold standard — laminated glass that holds together even when struck. Look for Florida Product Approval or Miami-Dade NOA labels.
- Tested shutters or panels are a valid, lower-cost alternative — if every opening is covered and the hardware is in place before the season.
- The garage door is often the largest and weakest opening on the house. A braced or wind-rated garage door is one of the highest-value upgrades you can make.

5. Block, frame, or concrete — does it matter?
Buyers often fixate on construction type. In Southwest Florida, most homes are concrete block (CBS) — masonry walls that bring mass and strong wind resistance. You’ll also see poured concrete, ICF (insulated concrete form), and wood-frame construction (often on second stories or in newer communities).
The honest truth: all of these can be highly wind-resistant when engineered and connected correctly. A well-built modern wood-frame home with a proper load path and impact openings can outperform an old block home with a weak roof connection. Material matters less than the connections, the roof, and the openings. Don’t rule out a home on construction type alone — verify the system.
6. Flood resilience: elevation is everything
Wind engineering protects against air; flood resilience protects against water — and they’re entirely different problems. Remember the rule from storm safety: water, not wind, causes most hurricane damage and deaths. The defense is elevation.
The key terms (from FEMA / NFIP):
- Base Flood Elevation (BFE): the height floodwater is expected to reach in the “base flood,” shown on FEMA flood maps. In high-risk (A/V) zones, the lowest floor must be at or above the BFE.
- Freeboard: extra height built above the BFE — typically 1–3 feet — for a safety margin. More freeboard usually means less flood risk and lower flood-insurance cost.
- Flood vents: openings in enclosures below the floor that let water flow through to equalize pressure so floodwater doesn’t collapse the foundation walls.
- Flood-resistant materials & elevated systems: below the BFE, use materials that tolerate water, and keep A/C, electrical, and equipment elevated.
- The Elevation Certificate: the document that proves how high a home sits relative to the BFE — and it can dramatically change a flood-insurance quote.

7. Resilience = lower insurance (wind mitigation)
Here’s the payoff: the same features that keep you safe also lower your premium. A wind-mitigation inspection documents resilience features — roof shape, roof-deck attachment, secondary water barrier, roof-to-wall connections (straps/clips), and impact-rated openings — and insurers give credits for each. On many Florida homes these credits are substantial. If you’re going for the highest tier, the IBHS FORTIFIED designation is the gold standard, and some insurers reward it directly.

8. Older homes can be made resilient
Don’t write off an older Naples home — many of the best-located, best-value properties are older, and resilience can be added. The smart retrofit order, highest impact first:
- Roof: when it's time, re-roof to current code with a sealed deck and proper strapping.
- Openings: impact windows/doors, or tested shutters for every opening.
- Garage door: upgrade to a wind-rated/braced door.
- Roof-to-wall connections: add straps/clips where accessible (often during a re-roof).
- Flood: elevate equipment, add flood vents, and use flood-resistant materials in lower areas.
Most of these qualify for insurance credits, so the protection often partly pays for itself over time.
9. The buyer’s resilience checklist
Run this on any Naples home you’re serious about:
- Year built & whether it meets modern (post-2002) code
- Roof age, permit, and material
- Wind-mitigation report (or get one)
- Impact-rated openings or complete shutter coverage
- Garage door wind rating
- FEMA flood zone & (if applicable) Elevation Certificate
- Hurricane evacuation zone
- Construction type & obvious load-path features
- Any history of prior storm damage or claims
